Harry Dahl

Harry Dahl is honored with the 2026 CEC Legacy Proclamation, presented posthumously, in recognition of his extraordinary leadership, lifelong service, and lasting contributions to the field of special education and to the Council for Exceptional Children (CEC). He was nominated for this honor by the Division of Leaders and Legacy.

Over a distinguished 34-year career in education, Harry served as a teacher, guidance counselor, educational psychologist, adjunct faculty member, and special education administrator in Saskatchewan, Canada. His work helped shape more inclusive educational systems. As a regional special education coordinator, he developed Saskatchewan’s first public school programs for students with multiple disabilities, supporting their transition from segregated facilities into neighborhood schools. As provincial director of special education, he expanded services across rural communities, ensuring students with diverse needs received appropriate support.

Harry also influenced generations of educators through teaching and professional development. As an adjunct faculty member at the University of Saskatchewan, he mentored pre-service teachers and founded the university’s CEC Student Chapter. Through lectures, professional development programs, and early disability simulations, he advanced professional standards and inclusive practice across Canada.

Within CEC, Harry served as Canadian CEC President and later as CEC Vice President, guiding the Council with vision, collaboration, and cross-national perspective. His legacy continues through the Harry Dahl Scholarship Fund, supporting future educators and students with exceptionalities pursuing further education and vocational goals.
